A communications system comprises a first satellite system providing a terrestrial service area with a broadcast communication service and a second satellite system providing at least a portion of the terrestrial service area with a two-way communication service. A bidirectional communications link is provided between the first satellite system and the second satellite system. A user terminal includes a transceiver for requesting, through the second satellite system, broadcast communication service, and a receiver for receiving the requested broadcast communication service through the first satellite system.
