ABSTRACT OF THE DISCLOSURE According to the present invention, a strap and buckle arrangement is adapted to enable both single and multiple looping of the strap with the buckle comprising a buckling portion having a crossbar and a link pivotally mounted on the crossbar for securing the buckling portion to an end of the strap. The link spaces the buckling portion from the strap so that the strap can pass through the link for optional looping of the strap upon itself to the buckling portion.
