An upright type vacuum cleaner uses a twice-electrolyzed solution jetted onto a surface to be cleaned. The twice-electrolyzed solution is produced in a multi--layered electrolyzing device having a plurality of electrolytic cells. The multi- layered electrolyzing device includes an electrolyzing portion disposed inside of the cleaner that includes a water tank disposed on an upper side of the cleaner body and first and second electrolyzing tanks connected in series, so that the solution from the water tank is electrolyzed at least two times. An electrolyzed solution storage tank temporarily stores the electrolyzed solution.
