ABSTRACT OF THE INVENTION A decorative laminate, and a process for making same, featuring a protective outer layer which provides superior scratch, wear, and chemical resistance, and which is tightly bound to the layer immediately beneath so as to reduce the tendency of the protective layer to delaminate from the layer immediately below. The laminate uses radiation-polymerizable urethane acrylate coated surfaces and utilizes a photoinitiator, a thermal catalyst and a coupling agent. The coupling agent serves to more securely bond the protective layer to the surface onto which the protective surface is coated. The protective layer is created by first applying the reactants to finish paper, then partly curing by UV radiation. The partly cured material is then applied to the surface to be protected, and the laminate is consolidated and the outer layer is completely cured by thermopressing.
