Charges are calculated according to the price plan (310) as applied to the actual usage (340). The apparatus (100, 200, 300) is used by network service providers (NSPs) (130, 230) and Internet service providers (ISPs) (130, 230) to determine billing for their customers (110, 210) based on how and to what extent the customers (110, 210) use the network connection provided by the NSP (130, 230) or ISP (130, 230).
