A utility structure having a utility pole and a closure apparatus for the access port of the utility pole. The closure apparatus includes a removable cover which has grooves for receiving straps. The straps engage the cover along the grooves of the cover and surround the utility pole when the cover is applied to the utility pole when the cover is applied to the utility port in front of the access opening of the pole. The straps are secured in tight bands by locking clips. -9-
