A inlet service, household water purification system has a housing through which a UV transparent conduit extends for passing the household supply water. One or more UV bulbs are fitted within the housing for exposing the conduit to UV light. The UV bulb or bulbs emit three distinct frequencies for covering a broad range of wavelengths of about 248-256 nm. An electronic ballast enables high wattage UV bulbs over a variety of input power. Preferably, a second purification stage UV photo-activated catalyst and process of manufacture is provided. More preferably, a third purification stage has a novel catalyst applied to a plurality of spaced and charged membrane filtering system.. The novel catalysts a formulation of a binder, diionized water, titanium dioxide, platinum oxide and rodium oxide. 8
