A variable output coupling laser has the ability to "store-up" pump energy between output pulses, but not suffer from an output pulse profile which is determined solely by the opening time of the Q-switch and the depletion of gain from the laser rod. This invention allows almost complete control of the intensity, pulse duration and pulse envelope from a laser over a range from 100 nanoseconds to microseconds. The device has two 100% reflecting mirrors and a Pockels cell used to rotate the polarization in a controlled way so as to achieve a precisely controlled degree of output coupling. Hence applying a very short high voltage pulse can result in a system operating like a Q-switch. A lower voltage pulse results in a high threshold laser which will produce only a low intensity pulse, and leaves gain in the medium which can later be extracted by applying a somewhat higher voltage pulse.
