A dispenser (10) for mixing and dispensing a liquid chemical concentrate from a container (16) with a stream of diluting water. The dispenser (10) includes two valve members (30, 32) which control in one instance the water flow and in another instance the amount of concentrate being siphoned into the water flow. The dispenser (10) is of a simplified design yet can afford a variety of different chemical concentrations, as well as various flow rates of the water.
