An apparatus is described for monitoring vehicle speed, and detecting episodes of vehicle speed in excess of a predetermined maximum speed. The apparatus includes a first subsystem for mounting on a vehicle to monitor and record vehicle speed related information. Also included is a transportable device for receiving and storing information recorded by the first subsystem. A second subsystem receives information stored by the transportable device.
