An apparatus is described for monitoring vehicle speed, and detecting episodes of vehicle speed in excess of a predetermined maximum speed. The apparatus is a system including a first subsystem for mounting on a vehicle to monitor and record vehicle speed related information. The system also includes a transportable device for receiving and storing information recorded by the first subsystem. A second subsystem receives information stored by the transportable device.
