A vehicle steering wheel restricting ap- paratus (10) that when attached to a vehicle steering wheel (50) deters an unauthorized ve- hicle removal. The apparatus (10) consists of an arcuate cavity (12) that is sized to be in- serted over the rim of the wheel (50). Attached to the cavity (12) is a key-operated locking as- sembly (14) that operates in combination with a locking rod assembly (16). When the assem- bly (16) is depressed inwardly and locked by the assembly (14), the cavity (12) is secured to the wheel (50). To the back end (12B) of the cavity (12) is attached a cavity sleeve (13) that is sized to slidably accept a wheel restrict- ing rod assembly (20). The assembly (20) can be placed in either a stowed position or an ex- tended position.
