Further provided are a structure and method of producing a wind wheel for a power generation device. The wind wheel can be easily installed on the upper part of a building. A wind power generation plant for wind protection is also provided. The plant is used for wind protection using vertical shaft-type wind power generation devices and wind wheels that are arranged along a coastline.
