A vertical-axis turbine having a variable pitch rotor blade has a frame affixed to a rotor shaft of a rotor and supported in an elevated position remote from the shaft by at least one leg mounted on a wheel. A flap having a leading edge and a trailing edge is pivotably fixed to the frame at a pivot point adjacent to the leading edge so that the flap can be pivoted to a substantially vertical orientation. Means is provided for pivoting the flap between a substantially horizontal orientation during the sector of the rotational cycle when the blade is travelling against the direction of the fluid motion, and a substantially vertical orientation during the sector of the rotational cycle when the blade is travelling in the direction of the fluid motion. In the preferred embodiment the pivoting means comprises an elevated platform, which may be assisted by hydraulic and/or pneumatic actuators.
