ABSTRACT OF THE DISCLOSURE A windmill rotor of the vertical axis type which provides a constant torque output and is self starting under wind from any direction, and which for this purpose is made with blades each twisted lengthwise longitudinally and around the rotation axis thereof whereby wind from any direction will effectively impact on a portion of the blades and start rotation of the rotor. This windmill rotor includes a shaft and a pair of end plates axially spaced apart from each other along the shaft and each having a hub fixed to the shaft for bodily rotation therewith and defining the rotation axis of the rotor. The blades are each fixed endwise at opposite ends to these end plates respectively, are diametrically opposite, and have each a plurality of apertures therethrough and flaps to open and reduce drag when each blade proceeds in the portion of its rotation which is against the wind.
