Varying grooves are put into the roadway perpendicular to the movement of traffic. When the tires of a vehicle go over these grooves, there will be vibrations made in the body of the vehicle. These vibrations will cause sounds within the vehicle's interior. If the grooves are properly spaced, the sounds will be recognizable.
