A method for coding/decoding and apparatus therefor. An encoder considers a frame representing a picture as comprised of areas. For each area, the encoder is capable of verifying and deciding: (1) which of the frame-based orthogonal transformation or field-based orthogonal transformation is more efficient for reducing spatial redundancy in a particular area of a picture, and (2) which of frame- based predictive coding or field-based predictive coding is more efficient for reducing temporal redundancy in that area. The most efficient orthogonal transformation technique is selected, and the most efficient predictive encoding technique is also selected to generate an encoded signal. The encoded signal is recorded on a recording medium, transmitted over a transmission channel, or broadcasted. A decoder at the other end decodes the encoded signal. Pictures containing a small amount of movement, pictures containing a great amount of movement, or mixed pictures containing a rapidly moving body on a still background may be reproduced with high efficiency.
