A virtual key system is provided for giving small businesses access to network-based call features on a converged voice and data network. Call management and call feature functionality are provided on a Telephony Application Server (TAS) located on the premises of a service provider. The TAS performs call management functions such as translating dialled digits into IP addresses, and call feature functions such as call forwarding. Calls are routed through an IP/PSTN gateway and a traditional class 5 switch after consulting the TAS. The virtual key system allows the customer to have access to PBX-like features without having to purchase or maintain a PBX. The system also allows the service provider to provide such services while provisioning as few as a single directory number for the customer, and to customize services offered to the customer.
