ABSTRACT OF THE DISCLOSURE The present invention is directed to a surfactant package for forming a hydrocarbon-in-water emulsion comprising (a) a non-ionic surfactant selected from the group consisting essentially of ethoxylated alkyl phenols, ethoxylated alcohols, ethoxylated sorbitan esters and mixtures thereof; and (b) an alkali selected from the group consisting of ammonia monovalent hydroxides and mixtures thereof. The hydrocarbon-in-water emulsions formed using the surfactant package of the present invention are one way of making viscous hydrocarbons which have limited uses into a commercially useful raw material.
