A method of operating a communication system comprising storing a list of tasks associated with existing services, each task being linked to one or a group of existing programs for implementing the task, selecting certain ones of the tasks to form a user utility template comprised of a sequence of the tasks, whereby associated programs corresponding to the sequence of tasks can implement a desired service in a communication system, storing the user utility template in association with an identity of a user, and implementing the desired service by processing the programs associated with the sequence of tasks upon request by the user.
