Disclosed is a W/O/W composite emulsion composition composed of an internal aqueous phase, an oily phase and an external aqueous phase, wherein the internal aqueous phase contains an ionic physiologically active substance and a physiologically acceptable compound which has a molecular weight of 1000 or smaller and can produce a polyvalent (two or more valency) counter ion for the ionic physiologically active substance. The emulsion composition can encapsulate a useful substance in its internal aqueous phase stably and at a high encapsulation rate, and is highly safe.

L'invention concerne une composition d'émulsion composite d'eau/huile/eau composée d'une phase aqueuse interne, d'une phase huileuse et d'une phase aqueuse externe, caractérisée en ce que la phase aqueuse interne contient une substance ionique physiologiquement active et un composé physiologiquement acceptable qui a un poids moléculaire inférieur ou égal à 1000 et qui peut produire un contre-ion multivalent (ayant une valence supérieure ou égale à 2) pour la substance ionique physiologiquement active. La composition d'émulsion peut encapsuler une substance utile dans sa phase aqueuse interne de façon stable et à un taux d'encapsulation élevéet elle est tout à fait sans danger.
