A waste removal device is described. The device is in the form of a pair of hinged jaws where the jaws have a generally stirrup shape in order to provide a dual purpose device which may used to remove waste from a surface as to well as provide a leash handle for use in restraining an animal. When used as a waste removal device, the jaws are opened and placed inside a plastic bag. The plastic bag is then placed over the waste on the surface and the jaws closed, thus surrounding the waste. The bag is then turned inside out enclosing the waste inside the bag. In the leash application, the jaws are closed and the ends of the stirrup shaped members may be used as a hand grip whereby a leash is attached at the opposite end. The device may be further adapted so that a waste bag storage means is located in one or the jaws whereby the bags stored therein are accessible when the jaws are open and when the jaws are closed, the bags are securely constrained in a recess formed by the two jaws. Potential applications include primarily pet uses - ie; for removing pet waste as well as leash device for a dog or similar animal.
