A method and apparatus for removing impurities from water using electro- flocculation techniques by which water flows under pressure between a series of physically parallel electrically charged plates arranged within a confined chamber so as to provide a tortuous path for the flow of water past the plates. Ozone is entrained in the water as it enters the confined chamber. The pressure is reduced after the water leaves the confined chamber. The water flow passes through sharp edged openings in the plates so that the overall direction of water flow is generally perpendicular to the plates. The plates are energized by periodic pulses of current of a constant polarity for a selected time interval so that alternate plates differ in potential so as to produce a relatively strong electric field between the plates. The current passing between the plates is controlled by modulating the width of the pulses.
