A water repellent oil repellent agent water base composition that excels in water repellent oil repellent properties, reducing ending phenomenon and also excels in processing bath stability and composition storage stability, exerting an excellent effect in foam suppression. In particular, a water repellent oil repellent agent water base composition comprising a fluorinated water repellent oil repellent agent (A), an emulsified mixture (B) containing paraffin wax (e.g., one of 50 to 70~C melting point exhibiting a penetration hardness of 20 or below at 25~C) and a carboxylated polyethylene (e.g., one of 90 to 135~C melting point having an acid value of 10 to 30 mgKOH/g) and an organic acid (C).

L'invention concerne une composition à base d'eau et d'un agent hydrophobe et oléophobe qui présente d'excellentes propriétés hydrophobes et oléophobes, ce qui permet de réduire le phénomène de fin, et présente une excellente stabilité au bain de traitement et une excellente stabilité de stockage de composition, ce qui permet d'avoir un excellent effet de suppression de mousse. Plus particulièrement, l'invention se rapporte à une composition à base d'eau et d'un agent hydrophobe et oléophobe contenant un agent hydrophobe et oléophobe fluoré (A), un mélange émulsifié (B) contenant de la cire de paraffine (par exemple une cire possédant un point de fusion de 50 à 70 ·C et présentant une dureté de pénétration de 20 maximum à 25·C) et du polyéthylène carboxylé (par exemple un polyéthylène dont le point de fusion est comprise entre 90 et 135 ·C et présentant une valeur acide de 10 à 30 mgKOH/g) et un acide organique (C).
