A controller for a water heater provides a mixing valve mixing cold water from the cold water supply with hot water from the water heater, to control the temperature of water in the hot water distribution system. This allows the temperature in the water heater to be much higher than normal, without any scalding hazard. In a preferred embodiment the controller applies the formula hot water output temperature - consumption temperature consumption temperature - cold water supply temperature to set the mixing valve. Also, in a preferred embodiment the controller senses the temperature and/or current draw of an activated heating element, and switches to an alternate or auxiliary element in case of heating element failure.
