Abstract of the Disclosure Water-in-oil type emulsions are disclosed wherein the water phase comprises a water-soluble alcohol and the oil phase comprises a volatile component and a soluble personal-care component. The emulsions further comprise certain polydiorganosiloxane-polyoxyalkylene copolymers and, optionally, a silicon-free organic surfactant having an HLB value of from 2 to 10. A preferred composition is a personal-care emulsion composition wherein the volatile, oil-phase component is a methylsiloxane fluid.
