An article having a durable non-wetting surface is disclosed wherein a plastic substrate surface is first treated by deposition of a silica primer layer. The plastic substrate surface bearing the silica primer layer is then treated with a composition comprising a perfluoroalkylalkylsilane and, optionally, a fluorinated olefin-telomer. The perfluoroalkylalkylsilane provides the non-wetting surface property, while the silica primer layer provides durability to the non-wetting surface property. A method of producing a durable non-wetting surface on a plastic surface is also disclosed, comprising depositing a silica primer layer on a surface of the plastic substrate, and then contacting the silica primer layer with a perfluoroalkylalkylsilane composition. The silica primer layer is preferably deposited by applying to the plastic substrate surface a solution of a hydrolyzable silicon-containing compound, such as tetrachlorosilane, which hydrolyzes and condenses to form a silica-containing film.
