A phenylpyridazine derivative represented by the general formula (1): (1) (wherein R1, R2, R3, X, Y, Z, and n are the same as defined in the description) or a salt thereof; and a medicine containing the derivative or salt. The phenylpyridazine derivative has excellent interleukin-1.beta. production inhibitory activity and has high water solubility and high oral absorbability.
