This invention relates to a water treatment apparatus, system, and method for treating potable or drinkable water in an open or closed body of water including water in a reservoir, river, tank or chamber or lake and the like. The treatment systems, methods and apparatus utilise electrostatic fields to remove contaminants such as inorganic dissolved solids and the like present in the water. The treatment apparatus includes an active electrode which is configured and arranged in the water and energised or electrostatically charged with a sufficient negative electrostatic voltage charge to induce an electrostatic field in the water. The resulting electrostatic field causes contaminants such as inorganic dissolved cations and anions in the water effected by the induced charge to diffuse and group toward the cathode and anode points of charge respectively in the field and allow bonding and subsequent removal of such cations and anions.
