A dispenser for treatment of water in flush toilet requires no float valve or moving parts to meter water treatment into the toilet tank. A plastic housing contains a charge of water-soluble water treatment in solid form (a block, granules, pellets or gel). The housing is completely immersed in the water contained within the toilet tank, and may be suspended in its operative orientation with a hanger that fastens to the rim of the tank. Water accumulates within the housing, dissolving the charge and releasing active water treatment agents. The housing is sealed against passage of water except for small openings in an upper portion of the housing, and water saturated with dissolved components accumulates in a lower housing portion, surrounding the charge and reducing the rate at which the charge dissolves. Dissolved components diffuse from the apertured upper housing portion into the tank; however, the effective flow area of the holes is minimal, and the charge is conserved. When flushed, a volume of liquid corresponding to the volume of the upper chamber flows into the toilet tank, and the flow entrains saturated liquid from the lower compartment.
