In a propulsion system for propelling watercraft of sundry descriptions it is known to have a horizontal tailfin that is in width one quarter or less of the length of the craft to be propelled. The horizontal tailfin apparatus oscillates in an up and down motion. The length of the oscillating component as compared with the total length of the craft is that of a ratio of one or less than one to three, The oscillating tailfin apparatus may be operated with conventional power systems or may be operated with muscle power. The foot pedals as shown in the drawings allow the operator to use the strength of his or her leg muscles to cause oscillations of the horizontal tailfin. The leading edge of the tailfin is rigid, progressively becoming more flexible in the direction of the trailing edge. The leading edge of the tailfin is also a pivot point allowing the tailfin to pivot about that axis, thirty degrees in both directions from the horizontal plane. The oscillations of this flexible tailfin result in the generation of a propulsive force that tends to propel the watercraft forward.
