A modular wheelchair loading device, which attaches to a trailer hitch of van or minivan is disclosed. The wheelchair loading device may be configured as a ramp or a lift to assist in the moving of wheelchair bound passengers from ground level into the vehicle. The loading device, in either configuration, comprises a horizontal supporting member fixed to a trailer hitch. Rotatably mounted to each end of said supporting member are one end of two lifting arms. Rotatably mounted at the other end of each lifting arms are positioning channels, which may be C-shaped. The positioning channels house either a ramp or a lifting device. The ramp may be composed of a multi-element ramp arms. The lifting device, which is also housed with the positioning channels may be operated with the assistance of a mechanical drive system.
