A wind powered air pump apparatus comprises a windmill operative to rotate a driveshaft in response to a force exerted by wind. An eccentric is connected to the driveshaft and is operative to reciprocate in response to rotation of the driveshaft. A first air pump comprises a first diaphragm connected to the eccentric such that the first diaphragm is operative to push air into a conduit during a first half revolution of the driveshaft, and operative to draw ambient air in during a second half revolution of the driveshaft. A second air pump comprises a second diaphragm connected to the eccentric such that the second diaphragm is operative to push air into the conduit during the second half revolution of the driveshaft, and draw ambient air in during the first half revolution of the driveshaft. Thus air is pumped into the conduit during substantially the full revolution of the driveshaft.
