ABSTRACT OF THE DISCLOSURE A winged, ram pressure and ground effect operated watercraft improved by laterally effective, downward pivoting blades for the plenum under the wings, causing air pressure to leak from underneath the wing when the craft has an elevation of more that about one third its wingspan; and a sealing skirt on the trailing edge bounds the plenum for elevations of the craft in a near surface elevation only, so that in cooperation with the blades the craft is prevented from attaining a free flight state and mode of operation.
