ABSTRACT OF THE DISCLOSURE A ballast transformer includes electrode heater windings, one of which is connected to a time delay, whereby energization of a gaseous discharge lamp is delayed for a predetermined time to allow the electrodes thereof to reach thermionic emission temperature The delay may comprised a heater and switch, connected in a three terminal network, and a housing which is at least partially constructed of electrically conductive material forms one of the terminals of the network. A capacitor may also be included in the ballast casing and interconnected with the transformer. A potting material is received in the casing and substan- tially encapsulates the transformer, the time daly relay and the capacitor.
