ABSTRACT The present invention is directed to three-layer laminates which include an active layer or sheet cont- aining from about 60 to about 85 weight percent active carbon, the remainder being unsintered, fibril- lated polytetrafluoroethylene in intimate admixture with the active carbon, the active layer being laminated on its working surface to a current distributor and on its opposite surface to a porous, coherent, hydrophobic polytetrafluoroethylene-containing wetproofing layer. The three-layer laminates are suitable for use as oxygen (air) cathodes in chlor-alkali and other electro- chemical cells, fuel cells and in other electrochemical applications.
