ABSTRACT OF THE DISCLOSURE An electrically-conductive water-soluble surface-coating composi- tion for use in application as a floor coating to provide electrostatic discharge protection which composition comprises: an emulsion of a film- forming water-soluble low-molecular-weight polyampholyte polymer containing free carboxylic groups and carboxylic amino ester groups and an effective amount of an antistatic agent such as a quaternary ammonium salt to provide a floor surface which has a surface reactivity of about 109 ohm/square inch or less.
