ABSTRACT OF THE DISCLOSURE This invention is directed to a water-in-oil emulsion polymerization process for preparing polymers of water-soluble monomers and to the water-in-oil emulsions prepared by the process. The process comprises subjecting portions of the emulsion to varying rates of shear during emulsion formation. Emulsions comprising water-soluble polymers prepared by this process contain a discontinuous aqueous phase having two or more droplet size distributions. These emulsions can have high polymer solids, reduced oil content, low bulk viscosity and high stability.
