SYSTEM AND METHOD FOR CUTTING AND SPOOLING A WEB OF PAPER ABSTRACT OF THE DISCLOSURE A system and method for cutting a travelling paper web 20 winding on a spool 24 and transferring the web 20 onto an empty spool 27 by attaching a cutting tape to the empty spool, including repulpable paper fiber stiff tape 30 passing through an elongated guideway 34 from a near end 44 to a far end 36, the system and method characterized by: (1) adding adhesive 38, 47, 55, or 66 without any covering thereon applied to one surface of the tape before tape enters guideway 34, and (2) directing the cutting tape 30 after it exits from guideway 34, 36 at the far end 37 to the nip 29 between the empty spool 27 and the driving roll 23 with adhesive 38, 47, 55, or 66 contacting the empty spool 27. The system and method wherein the directing step includes: (3) gripping the cutting tape 30 adjacent its far end 37, and (4) releasing the cutting tape 30 at a selected time and permitting the leading end 37 to move forward into con- tact with the nip 29 between the empty spool 27 and driving roll 23.
