Novel naphthyridine-, quinoline-carboxylic acid compounds are disclosed. These compounds, which are useful intermediates in the preparation of antibacterial agents, have the following general structure. (see fig.I) wherein L is fluorine or chlorine; X is CH, CF, or N; R1 is hydrogen, an alkyl having from one to six carbon atoms, or a cation; R2 is a cycloalkyl of from three to six carbon atoms, or a pharmaceutically acceptable acid addition salt thereof.
