ABSTRACT OF THE DISCLOSURE Apparatus suitable for making a coal-oil-water fuel mixture includes a grinder for grinding coal to a relatively fine particle size, a mixer for controllably mixing the coal particles with water and oil and a sonic agitator to stabilize the mixture. The sonic agitator comprises a processing chamber associated with or having two opposed plates which are oscillated by appropriate transducers at controllable phase frequency and amplitude. The spacing between the plates is preferably of the order of 500 meters per second divided by the applied sonic frequency, and is at least 25 mm.
