An integrated, efficient, timely and easy to use system and method is disclosed for product and service procurement by an orgaization from outside vendors. The system incorporates best business practices. The system provides for posting of a requestion requesting bids for the provding of a product or service at a publicly accessible site, such as a server attached to the Internet (15). The publicly accessible site allows registered product and service providers the option of entering bids, revising bids and withdrawing bids during a preset bidding period (16). Upon the closing of the bidding period, the bids are reviewed (20) and a successful bidder is awarded the contract to provide the service or product (21). The system allows the awarding of a requisition to one or more product or service providers.
