ABSTRACT OF THE DISCLOSURE An apparatus and method for detecting the presence of a modifier ingredient, such as an UV stabilizer, in a substrate surface. Ultraviolet radiation is generated and directed to a desired area of the substrate surface. An image of the desired area of the surface is formed at an image plane and a detector is disposed at the image plane for detecting fluorescent radiation incident thereon. The detector generates a signal in response to fluorescent radiation incident thereon that is representative of the degree to which the substrate surface has been modified. - 23 -
