A reference electrode (32) is provided adjacent to an anode (28) of a membrane electrode assembly (14). The potential difference between the reference electrode (32) and the anode (28) is measured by a control unit (44). The control unit (44) compares the measured value and a map of the anode potential difference stored in the control unit (44). When the measured value indicates a relation line which is different from a reference line indicating that the fuel gas is sufficient, it is judged that shortage of the fuel gas occurs.
