A Signaling Transfer Point has a Host complex with a hard disk storage and a processor coupled to a plurality of Network payload processors, each of which has a DRAM memory. Host and Payload processor databases each have a data structure, which is a balanced binary red-black tree, and a cell manager which provides allocation and direct access to the cells of the binary tree. In the event of a power failure, or any event requiring a reload or refresh of the database, of a network payload processor, the Host processor, in response to a request from a recovering payload processor, transmits the database to the payload processor in the form as stored on the hard disk.
