There are provided novel method and device for generating disordered random numbers by using an inexpensive device of simple arrangement. Noise or a signal from a predetermined oscillator is inputted to an A/D converter. A binary sequence is then formed by assigning ~0~ or ~1~ to a value outputted from the A/D converter. Subsequently, the binary sequence is sectioned by a predetermined number of digits, thus generating n-adic random numbers.
