An anchor insertion tool is disclosed for use in the insertion and setting of anchors, and is mountable upon a placement tool such as a rod or pole. An anchor is inserted directly or with an additional threaded stem member, into a bore on the upper surface of the insertion tool and the placement tool (and the insertion tool mounted thereon) is raised so that the anchor is aligned so as to be received with a pre-drilled hole in the surface in which the anchor is to be mounted. The insertion tool is forcibly contacted against the surface to insert the anchor into the hole, and the placement tool is then swiftly pulled downwardly to set the anchor in the surface. Once the anchor is set, the placement tool is rotated to disengage and separate the anchor from threaded engagement with the bore.
