The invention is intended to provide a pleasant, bright atmosphere by providing a luminaire used in an office which enhances a perception of brightness in the room, without providing glare, making the ceiling appear to be dark, imparting a feeling of oppression, or obstructing the field of view, while providing a desired illumination of the work surface and inducing a perception of brightness in the room. This is accomplished with a luminaire possessing one or more bright regions having a luminance (L) in a range of 3.3 log L -0.3 log w + 2.63 when seen from any position in the room in a range of perpendicular angles of 60 to 90 degrees, given that the luminance of the bright region of the luminous element of the luminaire is (L) [unit: cd/m2] and the apparent size of the bright region is solid angle (w) [unit: steradian (sr)].
