The present invention is a method and apparatus for facilitating buyer-driven requests for proposals. The present invention allows prospective buyers of goods and services to communicate a request for proposal globally to potential sellers, for sellers to communicate proposals responsive to the request for proposal, to make available sellers' proposals to ail sellers, to allow sellers to modify their existing proposals and to submit more than one proposal to the request for proposal, and to generate a contract between buyer and seller of a buyer-selected proposal.
