A structure, particularly a structure subject to collision or vandalism such as a bridge, is monitored by instruments such as an acoustic sensing system, strain guages, accelerometers and rotation sensors. A video, infrared or like record is made of the structure and kept for a predetermined period. Criteria are established to determine instrument readings which indicate a condition of possible damage, called a triggering event. When a triggering event is recorded, the video record of the time immediately before the event is saved to help identify what happened and the perpetrator, if any. In preferred embodiments, verification is made of whether damage occurred and the extent of damage is assessed.
